The Nuffield Council of Bioethics produces excellent documents on topics within the field. This document - link below- discusses issues within public health.

The most relevant are the chapters relating to Infectious Disease (Chapter 4) and for dentists that relating to Water Fluoridation (Chapter 7).

I would also recommend Chapter 2 for a great overview of ethical principles and frameworks and how they are used in the context of public health.
